New Student Housing EIR

Overview
The SDSU Sophomore Success Program is an immersive, full-service academic and student life support initiative, tailored to second year students who are from outside of the SDSU service area. To facilitate the Program and provide appropriate housing for these sophomores, SDSU is proposing to build new freshman student housing on campus, which will free up existing student housing elsewhere on campus that is more suitable for sophomores.

The new freshman residence hall will provide on-campus housing for 850 students – modified from the originally proposed residence hall complex that would have provided housing for approximately 2,600 students.  The EIR for the new housing was approved by the CSU Trustees in September 2017 and is under construction on the west side of campus east of the existing Chapultepec Hall (near the athletic fields and the Rec Center). It will be state-of-the-art and environmentally sustainable. Construction will be complete in time for fall semester 2019.

Notice of Preparation and draft Environmental Impact Report
The process of environmental review began with issuance of a Notice of Preparation (NOP), which informed the public and government agencies that a Draft Environmental Impact Report (DEIR) was being prepared to study the environmental impacts of the project, and provided an opportunity for the government agencies and members of the public to weigh in on the environmental topics that were analyzed in the DEIR. 

The NOP comment period (Dec 8, 2016 – Jan 20, 2017) formally began the public input process of this project, which also included a project scoping meeting on January 18, and presentations at the February College Area Community Council (CACC) meeting, and the March College View Estates (CVEA) meeting.

Draft Environmental Impact Report
The DEIR was released for public review on April 21, 2017. A 45-day public comment period was provided, which closed on June 5, 2017. During this time, members of the public, including government agencies, had the opportunity to submit written comments on the adequacy of the environmental analysis presented in the DEIR.

Additionally, a public meeting was held on May 8 at the Parma Payne Goodall Alumni Center on the SDSU campus to receive oral and written comments. Further opportunity to provide comments included the CSU Board of Trustees meeting to consider approval of the project, which took place on September 19 & 20, 2017.

Final Environmental Impact Report
The FEIR was released on September 1, 2017, in advance of the scheduled Board of Trustees meeting to consider approval of the modified project on September 19-20, 2017. The FEIR contains revisions to the DEIR that reflect the modified (i.e., Phase I only) project, and also includes written responses to all comments on the DEIR submitted during the public review period.

The Preface provides an overview of the FEIR, including explanation of the project modifications that have been made since release of the DEIR to reduce the environmental impacts. The links to the Revised DEIR that follow reflect the complete, revised chapters of the DEIR. All text that has been deleted is shown in strike-through format and all new text is shown with a double underline. Following the Revised DEIR are the Comments and Responses, which includes copies of the comment letters received during the public review period and written responses to each comment. Lastly, a link is provided to the supplemental technical materials prepared as part of the FEIR process.

The modified project and the Final EIR was approved by the CSU Board of Trustees at their regularly scheduled meeting on September 19 and 20, 2017.
