The California State University (CSU) Records Access Manual (Rev. 8-06) Link to download the latest version of Adobe Reader provides an overview of the three most significant statutes governing access to records in the possession of SDSU.

  1. The California Public Records Act, which is now embedded in the constitution

  2. The Information Practices Act

  3. The Family Educational Rights and Privacy Act (commonly known as FERPA or the Buckley Amendment)

While there are other statutes that govern more specific categories of records, these three are the most generic and come up most frequently. The discussion in this manual is not exhaustive. Consultation with university counsel on specific questions as they arise is encouraged.
