Major Process Areas

The following major process areas are within the functional scope of this project. The list is neither exhaustive nor detailed, but is indicative of the breadth of the processes that will be managed with the new HCM administrative systems.

  • Recruiting Solutions
    Recruiting Solutions comprises two parts — Talent Acquisition Manager and Candidate Gateway. Talent Acquisition Manager represents the PeopleSoft tools used to manage selection processes from the creation of job openings and the receipt of applications through the interviews and preparation for hire. Candidate Gateway represents the tool used by applicants (internal and external) to search for and apply for jobs online.

  • Workforce Administration
    The Workforce Administration module provides a foundation for employee data, salary/plan grades, and job and personnel data. It is used to track employment history for employees and record all personnel transactions for employees including appointments, transfers, promotions, reclassifications, in-class progressions, salary changes, leaves, contract extensions, terminations, and retirements. It is an important module as Benefits, Payroll, and Absence Management derive information keyed on employee job rows within this module.

  • Workforce Development
    Workforce Development enables tracking of retention for tenure and promotion processes for faculty (RTP), as well as tracking and establishing competencies for recruiting purposes. Additionally, the module allows for establishing and tracking company training courses and managing enrollment of training coursework.

  • Benefits Administration
    The Benefits and Benefits Administration modules, in combination, provide the ability to capture benefit programs, enrollments, and dependent information. It also provides the ability, based on satisfied criteria, to systematically enroll eligible employees into benefit plans. Tracking information on benefits programs and options and recording enrollments of employees into Medical and Dental plans - including plan options and covered dependents — are all examples of functionality delivered.

  • Position Management
    Position Management provides functionality that links a specific job to a specific department. Positions are used in recruiting, budgeting, temporary faculty contract processing, labor cost distribution, and tracking of employee job assignments in Workforce Administration. This module facilitates the tracking of information on organization positions in departments including classification, employment type, and reports-to and CSU-specific information such as reporting unit and MPP job code. It also provides the link to mapping salary and wage expenses to the individual cost centers.

  • Time and Labor
    Time and Labor provides the functionality to record, administer, and process time for hourly employees (i.e., student assistants, overtime hours, and retired annuitants). It facilitates recording positive time for appropriate employees and then interfaces captured time records to the State Controller’s Office automatically.

  • Labor Cost Distribution/Commitment Accounting
    Labor Cost Distribution provides the ability to account for labor costs and sends the information to the finance system general ledger. This module facilitates distributing and displaying employer-paid costs in detail to the appropriate account number, reporting on employee salary expenses in detail and then summarizing that information within the general ledger.

  • Absence Management (TBA)
    This module provides the ability to track and analyze consolidated absence and leave accrual information. Functionality includes submitting absence requests for approval, viewing the status of such requests, viewing current and projected absence balances, configuring request approval functionality (including multilevel approvals and alternate approvers), and configuring absence accrual and consumption functionality.

  • Employee and Manager Self Service

    eBenefits enables an employee to view his/her own benefit information online. eProfile enables the employee to review and update certain personal and demographic information, such as updating phone and address information. ePay enables an employee to view his/her own payroll information.

  • Web-Enabled Distribution of Applications
    The HCM applications will be accessed and used via a commonly supported desktop browser such as Microsoft’s Internet Explorer or Netscape, and will not require any software installation on the desktop.
