Control of Hazardous Energy Sources (Lockout/Tagout Program)



VIII. EMPLOYEE TRAINING

Authorized and affected employees shall be trained in lockout/tagout procedures before being assigned to work on hazardous energy sources where unexpected start up of stored energy could occur and cause injury. Authorized and affected employees who may work in areas where lockout/tagout is used shall review procedures annually. Retraining shall be provided for all authorized and affected employees whenever there is a change in their job assignments, equipment presents a new hazard, or when there is a change in the energy control procedures. Additional training shall be conducted whenever an audit indicates discrepancies in knowledge or use of the energy control procedures.

Instruction is coordinated by supervisors, EH&S, or both. Training shall be documented using sign in sheets and sign in sheets shall be kept in the department office.

A. AUTHORIZED EMPLOYEES

Authorized employees shall receive instruction in the following:

  1. Recognition of hazardous energy sources.

  2. Identification of the types and magnitude of energy sources in the workplace.

  3. Explanation of the methods, means, and procedures for isolation and control of hazardous energy, including notification, removal protocols, and limitations of tags in this written procedure.

  4. Understanding what equipment tagout means and what to do if they want to operate the equipment.

B. AFFECTED EMPLOYEES

Affected employees who may work in areas where lockout/tagout is used shall receive instruction in the following:

  1. Purpose and use of lockout/tagout procedures.

  2. What equipment tagout means and what to do if they want to operate the equipment.
