Fee Waiver Benefit

The Employee Fee Waiver Program is a benefit for eligible employees of the CSU system. It allows employees to participate in CSU general-fund courses at reduced rates.

Selected courses must assist the employee in their existing job, advancing their academic degree, or making progress toward another position in the CSU system. Fees are waived for a maximum of two courses or 6 units, whichever is greater, per term. Should the employee enroll in additional classes, he/she will be charged accordingly, based on their unit load.

An employee may transfer the fee waiver benefit to a spouse, registered domestic partner, or dependent child. Certain restrictions may apply.

At San Diego State University, the Employee Fee Waiver Program is administered by the Office of Training & Professional Development, in the Center for Human Resources. Employee Eligibility & Fees Waived

CSU fee waiver eligibility criteria for employees are summarized below:

FEE WAIVER ELIGIBILITY
Collective Bargaining Unit Eligible Employees
Unit 1 — Physicians All employees
Units 2, 5, 7, and 9 — CSUEU
Unit 4 — Academic Professionals
Unit 6 — Skilled Trades
Full-time employees (i.e., permanent, temporary, and probationary)

Part-time, permanent employees
Unit 3 — Faculty Tenured and probationary faculty (FERP employees are considered tenured faculty and are eligible for fee waiver only during the term when they are actively employed)

Temporary faculty (except coaches) with 3-year appointments. Coaches must have at least 6 years of full-time, equivalent service in the department.
Unit 8 — Public Safety
C99 — Confidential
E99 — Excluded
M98 — Executive
Full-time or part-time permanent employees

Full-time probationary employees (not temporary)
M80 — MPP Full-time employees (includes temporary)
Unit 11 — UAW Not eligible

Employee Fees that are Waived Include:

  • CSU Admission Application Fee (one campus only)
  • Identification Card Fee
  • State University Fee (registration fee for two courses or 6 units)
  • Instructionally Related Activity Fee
  • Health Services Fee

Employee Fees that are Reduced Include:

  • Student Body Center Fee
  • Student Body Association Fee
  • Health Facilities Fee

Fees are reduced to $1.00 for eligible employees.

Work Related or Career Development?

Eligible employees may participate in the Fee Waiver Program in one of two ways:

1. Work Related which requires that courses be taken for the purpose of:

  • Improving the level of skill needed to perform existing duties and responsibilities, or
  • Acquiring additional skills needed to perform newly assigned duties and responsibilities

Enrollment Services classifies all Work Related students, as academic visitors and participants are:

  • Not required to provide transcripts or test scores and are not subject to the normal academic evaluation process for acceptance by Enrollment Services
  • Unable to declare a major, nor can a degree be conferred
  • Required to submit a new California State University Application for Admission for acceptance as a “new” visitor each semester

2. Career Development which requires that courses be taken for the purpose of:

  • Enhancing the employee’s career in the CSU system (requires identifying a future CSU classification), or
  • Advancing their academic degree.

Employee’s pursuing this option need to complete a Career Development PlanLink to download Word document

Career Development Fee Waiver Participants:

  • Are considered students of the University and must satisfy the entrance requirements of the University
  • Must remain in good academic standing
  • Are on a degree track

For resources in identifying CSU classifications refer to CSU Classification Standards or the SDSU Staff Online Application System. Both Work Related and Career Development courses must be taken for credit and auditing of classes is not permitted.

How do I Submit an Employee Fee Waiver Form?

1. Complete and sign the Employee Fee Waiver Form Link to download Word document

  • Obtain MPP Administrator’s signature for any Work Related courses or if release time is required during work hours.

2. Along with the form, submit the appropriate paperwork to the Training & Development Office:

  • Work Related applicants need to submit a copy of their job description or bulletin announcement.
  • Career Development applicants need to submit a Career Development PlanLink to download Word document

Note: Once these forms are on file, they do not need to be submitted with subsequent Fee Waiver Form requests unless there is a change in job or degree program.

3. FAX or send the Employee Fee Waiver Form to the Training & Professional Development Office.

4. Once the form is approved, the Training & Professional Development Office will FAX a copy to the:

  • Employee
  • Enrollment Services Office (Admissions)
  • Cashier’s Office for account adjustment or reimbursement

5. The employee is responsible for meeting all University enrollment and registration requirements and deadlines.

Dependent Eligibility & Fees Waived

Eligible faculty or staff members may transfer their fee waiver benefit to a spouse, dependent child or domestic partner. A domestic partner is eligible for the fee waiver benefit if the domestic partnership is registered through the Secretary of State’s designation process. The dependent must be enrolled in a degree or credential program at any of the California State University campuses and the courses must be for credit toward completion of that degree. The dependent is subject to the same academic standards that pertain to all students. The fee waiver benefit cannot be split between two dependents.

A dependent child is defined as:

For Non-CSUEU Employees

  • Your child or stepchild under age 23, who has never been married
  • A child living with you in a parent-child relationship, who is economically dependent upon you; under age 23, and has never been married
  • Your child or stepchild age 23 or above, who is incapable of self-support due to a disability which existed prior to age 23.

Dependent fees that are waived include:

  • CSU Admission Application Fee (one campus only)
  • Identification Card Fee
  • State University Fee (registration fee for two courses or 6 units)
  • Instructionally Related Activity Fee (except for Units 3 & 4)
  • Health Services Fee (except for Units 3 & 4)

Depending on the employee’s unit, the Student Body Center Fee, Student Body Association Fee, and Health Facilities Fee may be reduced to $1.00 for eligible dependents.

For CSUEU Employees (Units 2, 5, 7, and 9)

  • Your child or step-child under age 25.

Dependent fees that are waived include:

  • CSU Admission Application Fee (one campus only)
  • Identification Card Fee
  • State University Fee (registration fee for two courses or 6 units)

How do I Submit a Dependent Fee Waiver Form?

1. Complete and sign the Dependent Fee Waiver Form  Link to download Word document.

2. FAX or send the application form to the Training & Professional Development Office.

3. Once the application is approved, the Training & Professional Development Office will FAX a copy to the:

  • Employee
  • Enrollment Services Office (Admissions) if the dependent is applying for admission to the University
  • Cashier’s Office at SDSU or the Fee Waiver Coordinator at the campus of enrollment

4. The employee/dependent is responsible for meeting all enrollment and registration requirements and deadlines.

Fee Waivers and the CSU Application for Admission

It is important to note that the fee waiver process is separate from the University Application Process. Fee waiver approval does not guarantee admission into the University.

How to Apply for a Fee Waiver for University Admission Fees

Employees or their dependents may submit a Fee Waiver Application — Employee Fee Waiver Form  Link to download Word document, or Dependent Fee Waiver Form  Link to download Word document — to waive the cost of one California State University admission fee. To ensure timely processing, please do the following:

1. When completing the Employee or Dependent Fee Waiver Form

  • Indicate that you are a “New” student and check the box requesting waiver of the admission fee
  • Identify if the courses will be undergraduate or graduate level (course information is not required for University Admission Fee-only waivers)

2. FAX or send the Fee Waiver Form to the Training & Professional Development Office.

3. Once the form is approved, the Training & Professional Development Office will FAX a copy to the appropriate Enrolment Services Office and a copy to the employee.

4. The employee is responsible for ensuring they have completed all enrollment requirements.

Employees or their dependents may submit a second form for waiving the cost of courses. Individuals who have already paid the admission fee may check the box, “requesting reimbursement for admission fee” when submitting the form.

How to Complete the University Application for Admission when using the Fee Waiver Benefit

For all dependents and any employees who are designated as Career Development (those applying for a degree program) :

  1. Complete the on-line California State University Application for Admission.
  2. For payment options, click the “check or money order” option.
  3. When the designated CSU receives the approved Fee Waiver Application, the fees will be adjusted.

For all employees designated a Work Related:

  1. Print out the California State University Application for Admission, or pick up a printed copy at the SDSU Office of Admissions, Prospective Student Center. Electronic submissions are not possible since a major cannot be entered for Work Related employees.
  2. Register as a “visitor.”
  3. For payment options, check the “check or money order” option.
  4. When Enrollment Services receives the approved Fee Waiver Form, the fees will be adjusted.

Submission Dates

The following are the submission dates for SDSU’s Fee Waiver Forms. These deadlines are separate from University Admission deadlines. It is also the employee’s or their dependent’s responsibility to meet registration and payment deadlines of the campus of enrollment, which may differ from SDSU’s deadline requirements.

Please note: Fee Waiver Forms need to be submitted each semester.

CSU, Current Collective Bargaining Agreements (CBA):

In cases where provisions in Executive Order 712 are in conflict with the CBA, the CBA shall govern for persons in that CBA unit, except for the fee schedule.

Important Information

Taxable Benefit — the Internal Revenue Code governs the taxation of employer-provided training and educational assistance, including fee waivers. All graduate-level coursework taken by an employee’s spouse, dependent child or domestic partner will be reported as taxable income. Undergraduate-level coursework taken by an employee’s domestic partner will also be considered taxable income. Once reported, this tax appears on a single month’s check warrant. Amounts vary depending upon college of major and the number of units taken.

Release Time — an employee may request paid University release time from work to attend one course per semester. Release time is at the supervisor’s discretion and can only occur if the supervisor determines that the department operations will not be adversely affected by the employee’s absence.

Extended Studies Courses — the Fee Waiver Program can only be applied to state-funded courses, consequently classes offered through self-support programs such as Extended Studies are not covered. Personal interest or personal development courses will be at the employee’s own expense.

Financial Aid — student financial aid may be affected by the use of the fee waiver benefit. The employee or dependent should contact the Financial Aid and Scholarship Office at the campus of enrollment for specific information only.
