Dear Mr. Huff:
I write to request that you endorse and immediately implement the recommendations made by the DTSC's Laboratory Regulatory Reform Task Force in June 1995. These recommendations are environmentally sound and utilize good common sense in providing needed flexibility in the regulation of chemicals and chemical wastes from laboratories. The Department's existing interpretation of the hazardous waste control regulations to laboratory environments has created unnecessary requirements for the on-site management of chemical wastes from laboratories by requiring burdensome administrative procedures that provide no additional benefit for the protection of public safety or the environment.
The recommendations of this task force appropriately and adequately address the primary issues of concern to the laboratory community in the area of hazardous waste regulations management. The Department's immediate incorporation and implementation of these recommendations will help to maintain the viability and vitality of the research and laboratory communities in California.
